Chester County Chamber of Business and Industry to Honor James Logan and Becky Brain with

Prestigious J. Larry Boling Award for Excellence in Local Government & Distinguished Service to

Chester County Award at Annual State of the County Breakfast

 

Coatesville, PA – February 6, 2026 – The Chester County Chamber of Business and Industry (CCCBI) will honor James Logan, Coatesville City Manager with the J. Larry Boling Award for Excellence in Local Government and Becky Brain, Communications Director of the Chester County Commissioners’ Office, with the inaugural Distinguished Service to Chester County Award at CCCBI’s Annual State of the County event.

 

The J. Larry Boling award was established by the Chamber in cooperation with former State Senator Earl M. Baker to honor the legacy of Larry Boling, a person who typified the meaning of a dedicated public servant who excelled in his accomplishments on behalf of the public. It honors a professional in the local government public sector of Chester County who has established excellence in their jurisdiction in the administration of government through economy, efficiency, introduction of sound business practices, and projects or initiatives that demonstrate innovation. Recipients have been honored since 1995 and include various township officials, county administrators, and educators.

 

James Logan’s dedicated efforts in service to the City of Coatesville over the past seven years have solidified his presence as a community advocate. His mission to foster economic growth, innovation, and community engagement through meaningful policy, legislation, enforcement and community development initiatives, all under a Third-Class Charter Rule structure, has left a lasting impact in Coatesville. James’ strong relationships with residents, investors, community leaders, educators and representatives at the local, state and federal levels has helped introduce new workforce and entrepreneur development programs that have attracted the attention of regional employers and start-ups. Beyond Coatesville, James serves on as an ex officio member of CCCBI’s Board of Directors and United Way of Chester County’s Board of Directors, sharing his vision for Chester County.

Serving the Coatesville community is an honor I do not take lightly, and any progress we have made is the result of the dedication and care of our residents, staff, community partners, and City Council. I share this recognition with those who work every day to support our city, guide our youth, and lead with the understanding and compassion to build-up the City and not tear it down.

CCCBI’s Annual State of the County will be held on Wednesday, February 18th from 7:30am to 9:30am at Penn Oaks Golf Club in West Chester.
