Coatesville Train Station Area Blight Certification Study

The Coatesville Station is located onNorth 3rd AvenuebetweenCoates StreetandFleetwood Streetin the City ofCoatesville,ChesterCounty. This station is currently a stop on Amtrak’s Keystone Corridor Service route and lies between the Parkesburg, PA andDowningtown,PAstops. The Coatesville Station does not have a station office for Amtrak passengers nor does it provide ticketing, baggage, or any amenities by Amtrak.
Directly north of the station, there is no development due to steep topography. North of the steeply sloped area is a low-density residential neighborhood. South of the station is a high-density neighborhood that is predominantly residential, with a mix of churches, and industrial and commercial uses. Lincoln Highwaylies approximately four blocks to the south of the station. Lincoln Highwayserves as Coatesville’s main commercial corridor and is within walking distance of the train station. At the intersection ofNorth 3rd StreetandLincoln Highwayare two large vacant parcels with opportunity for redevelopment.
In 2003, through the use of Transportation Community Development Initiative (TCDI) funding, a Coatesville Train Station Parking and improvements study was completed. This study explored the feasibility of constructing a three-level parking facility next to the Coatesville Train Station along with other aesthetic and structural improvements includingADAaccessibility. Other studies have been conducted over the years, but none have progressed past the planning phase.
The Plan the Keystone Team is working with the City ofCoatesvilleandChesterCountyto create a Coatesville Train Station Area Plan to link an improved station with downtown and promote economic development. Components of the plan will include a conceptual design for an improved ADA-accessible station, a wayfinding program, and a market analysis to help leverage Coatesville’s assets to attract new development.
A series of one-on-one and focus group meetings with community stakeholders was held the week of July 26, 2010 to develop themes to guide the study. A community design charrette was held the week of August 16th, 2010 with over 100 attendees over the course of four days, and public outreach efforts will continue for the duration of the project.
