Tier 1 and Tier 2 Revitalization Strategies

These projects were funded by the Chester County Commissioner's Landscapes 21st Century Fund under a Tier 1 and Tier 2 program of work.

Tier 1

Tier 1 is an update to the 1999 Downtown Parking Study and Revitalization Plan with an emphasis on the Central Business District (CBD). The CBD includes four blocks of Lincoln Highway from First to Fourth, and the adjacent blocks of Harmony, Diamond, Chestnut and Fleetwood ending at the Amtrak rail station. It also includes the Coatesville Historic Steel District, some Bethlehem/Lukens properties, the "Flats", and the properties adjacent to Brandywine Creek as the creek traverses the CBD.
The City envisions Coatesville as the new downtown for the greater Brandywine Valley region. As such, it could include new residential development, a movie theater, shops and restaurants, galleries and studios, structured parking, and a possible minor league baseball stadium/concert venue. In addition, the City has to coordinate the land use changes with a multi-modal transportation network involving train, bus, automobile and pedestrian circulation systems.
Under Tier 1, the City updates the Comprehensive Plan so that the general land use strategy and the transportation strategy are clear.

Tier 2

Tier 2 is a detailed Revitalization Plan for two parts of the "Urban Center" of the City. Detailed urban design plans are prepared for two (2) key parts of the City, the existing downtown, and the new areas adjoining the historical CBD.
Part A of the Revitalization Plan is intended to focus on the area from the Railroad Tracks on the north to Maple Avenue on the south, and from First Avenue/Route. 82 on the west to Fourth Avenue on the east. This area constitutes the eastern half of the CBD, and will be called the existing CBD east.
Part B of the Revitalization Plan is intended to focus on the area from First Avenue/Route. 82 on the east to Church Street on the west, and from the High Bridge on the north at The Flats, to the City/Borough line on the south. This area constitutes the western half of the new CBD, and will be called the new CBD west.
