Assistance Services

If you are looking to locate your business in the City of Coatesville, our Economic and Community Development staff will assist you throughout the site selection process and entitlement process as well as the on-going operational phases to address specific needs that arise. Our staff can personally assist you in obtaining infrastructure availability and appropriate permits which may be needed. We will also serve as an advocate for your project to ensure that your building or other City permit approvals are handled efficiently and in a timely manner.

Financing

The City can serve as a conduit for financial assistance on a case-by-case basis. The level and scope of assistance is determined by the number and quality of jobs, capital investment, and other factors. Assistance can include, but is not limited to, write downs, direct loans, financing or deferral of development and impact fees.

Small Business Administration (SBA)

The Small Business Administration (SBA) is an independent Federal Agency, created by Congress in 1953 to assist, counsel and champion the efforts of America's small businesses. SBA is best known for its loan guaranty program, which helps individuals get started or small companies expand and prosper.

The SBA's Philadelphia District Office serves 40 counties in Eastern, Central and Northern Pennsylvania. It is their mission to provide prospective, new or established persons in the small business community with financial, procurement, management and technical assistance. In addition, special emphasis is made to assist women, minorities, the handicapped and veterans get into and stay in business.

An SBA representative is available to meet with prospective business owners on the third Thursday of each month at the Main Street Manager's Office at 50 South First Avenue from 1:30pm to 4:30pm. Small Business Assistance Center

The Small Business Assistance Center (SBAC) is a private, non-profit, tax-exempt organization, located in Kennett Square, PA. The SBAC supports and provides a full line of educational, support and consulting services to small business owners throughout the Delaware Valley. As such, the SBAC is a resource providing information in the following areas: law, tax & accounting, advertising, marketing, insurance, financing, business development, management, sales, pricing, computer selection, website design, etc. These services are provided to small businesses directly and indirectly through our association with various business organizations and educational institutions.

Chester County Development Council

The Chester County Development Council (CCDC) is a private, non-profit organization, meeting the unique economic development needs of businesses in Chester County. While we provide numerous specific services as requests arise from county businesses and government, the Development Council's core services are:

  • Loan Consultation, Structuring & Below-Market Rate Financing
    • Structure fixed asset financing for all types of businesses.
    • Offer over 20 government loan programs with long term, below-market fixed rate financing to businesses.
  • Business Information & Demographics
    • Publish Chester County Economic Highlights-a compilation of corporate activity, demographics and statistics relevant to business relocation and expansion.
    • Respond to hundreds of requests for general information per year.
  • International Trade Council
    • Offer specific programs and services to assist local businesses to grow globally.
    • Serve as a clearinghouse of information & Resources for conducting international business.
    • Market trade missions, in bound buying missions, educational seminars and other events designed to facilitate exports.
  • Workforce Development Initiative
    • Partner with numerous organizations in addressing need for skilled/technical workers in the labor pool.
    • Facilitate the integrated delivery of training and education programs among partners.
    • Develop unique programs to meet employer needs.

    • Provide listings of suitable properties for business relocations.
    • Support planned growth and development as outlined in County "Landscapes" Plan.
  • Manufacturing Support Services
    • Partner with Delaware Valley Industrial Resource Center (DVIRC).
    • Help manufactures increase profitability, improve competitiveness, and grow their business through the adoption of World Class Manufacturing practices.
    • Provide technical assistance to manufactures with a focus on Lean Manufacturing, Product Development, Quality Management, Information Technology, Human Resources/Employee Involvement and Growth Strategies.
